Uses of monitoring data must be strictly bounded

What it is

Purpose limitation means that data collected for one collaborative purpose cannot quietly be repurposed for performance, discipline, or another judgment. Access logs kept to diagnose a system fault, for example, should not become a ranking of individual diligence.

Why it happens

Once data exist, organisations continually discover new quantitative uses. Aggregation, long retention, and sharing across roles amplify inference beyond the original collection. If people expect today’s collaborative traces to become tomorrow’s evaluation, they record less candidly, move work to private channels, or alter behaviour. Limiting use and retention reduces data and gives people a basis for knowing when they are visible.

Studying it

  • Paradigms: audit data flows from fields to access roles and decisions; interview workers about secondary uses; compare use and avoidance before and after a purpose change.
  • Variables: clarity of purpose, access scope, retention, secondary-use count, awareness, perceived risk, and workaround rate.
  • Methodological caution: a privacy notice does not establish comprehension; test whether affected people can predict actual use.

Where it stops holding

Fraud investigation, legal obligations, or severe safety events can require expanded use, but through a separate reviewable exception—not unrestricted managerial access. Deleting data does not repair opaque decisions already made from them.

Applying it

  • Specify one collaborative purpose, minimum fields, retention, access roles, and prohibited uses for each data class.
  • Bind access control and export logging to purpose; notify and obtain appropriate authority before a change.
  • Provide individual inspection, correction, appeal, and timely deletion.
  • Verification: sample whether every access maps to a declared purpose; pause a data flow when unexplained access or secondary use appears.
