What it is
Participation inequality is the tendency for a small number of people to receive most turns, topic starts, and responses without explicit intervention. Silence does not mean absence of ideas: channel familiarity, status, language, network quality, and interruption cost determine who converts intent into audible speech.
Why it happens
Each successful turn gains response and another opening, creating cumulative advantage. Being covered or ignored raises later entry risk. Remote meetings weaken nonverbal bids and visibility of listeners; facilitators who follow the first voice reproduce existing status in the turn distribution.
Studying it
- Paradigms: code transcripts for duration, turns, topic initiation, uptake, and participant condition; interview reasons for silence.
- Variables: participant condition, channel, facilitation, speech distribution, interruption, and uptake into decisions.
- Methodological caution: equal minutes are not always equitable; distinguish voluntary role-based restraint from exclusion and let members interpret the data.
Where it stops holding
Emergency decisions and expert briefings may need role leadership. Facilitation can become forced disclosure; the aim is safe access for contribution, not identical airtime.
Applying it
- Gather questions asynchronously, rotate invitation order, and retain text, anonymous, and post-meeting routes.
- Track unaddressed input and hand the floor to a named next speaker.
- Record which suggestions entered decisions and why others did not.
- Verification: inspect turn, uptake, and adoption distribution across meetings, then validate access with low-participation members.
