What it is
Awareness–surveillance dual use means that online state, cursors, edit frequency, and response time can coordinate peers or be reinterpreted as attendance, effort, and performance. Data have no fixed ethical meaning; purpose, audience, temporal granularity, retention, and consequence determine whether they function as situated awareness or personnel monitoring.
Why it happens
Coordination needs local, timely, actionable state, such as activity in a passage. Evaluation aggregates across time, ranks, and attaches consequences. The underlying events can be identical, but retention and linkage to identity, output, and authority expand inference. Initial consent to collaboration does not cover later performance use; purpose creep changes the relationship without adding a sensor.
Studying it
Map each field from collection purpose through viewers, granularity, retention, derivation, and decisions, then interview workers about peer coordination and managerial evaluation separately. Audit exports, APIs, and derived metrics, not only visible screens. Acceptance of a collaboration feature is not acceptance of every downstream use.
Where it stops holding
Not every aggregate is evaluation; capacity planning and debugging can have legitimate collective purposes. The boundary sharpens when records can return to individuals and affect decisions. De-identification can fail in small teams or fine-grained traces. Eliminating all collection can harm coordination, so minimize by purpose rather than choosing universal on or off.
Applying it
- Separate permissions and authorization for coordination display and personnel evaluation.
- Trace derived metrics to events and prohibit undisclosed performance inference.
- Prefer local, ephemeral, short-retention awareness; reassess any aggregate, export, or ranking.
- Audit role-specific flows for audience, duration, and individual consequence.
