Proactive Rescuework by Enhancing Situational Awareness: Modeling Resources, Services and People

This case study outlines the process of the service prototype development for enhancing proactive rescue work of the Finnish rescue department (Kupela). In this paper we present our development challenge, co-development methodology, prototype development process and user research activities conducted in the wild. The aim of this research is to study how novel technologies can be used to enhance contextual understanding and situational awareness in predictive rescue work. By utilizing rich data sources, coherent view of the rescue situation can be established, resulting in improved safety and better experience for all stakeholders of the project; that is tactical and operative rescue workers and customers of the rescue service.
