What it is

A speaking queue registers a hand raise or request into an order, then lets a system or facilitator grant turns. It turns access to the floor from seizing a brief gap into predictable waiting and allocation.

Why it happens

Free conversation favours the faster, louder, or rule-familiar. A queue separates “I want to speak” from “I am speaking,” reducing loss from unseen bids, delay, and interruption; people need not watch the floor continually. Sequence only handles entry, however, not whether content is heard.
