Quota recruitment must cover target segments rather than enroll first arrivals

What it is

Quota-based recruitment reserves places for target segments needed by the analysis and fills each quota from eligible applicants instead of enrolling first arrivals. Response speed correlates with schedule, channel, digital skill, and motivation, so fast responders can consume places needed by harder-to-reach groups. Quotas aim to secure planned coverage—and filled quotas secure coverage only on the selected dimensions; they do not create probability representativeness.

Why it happens

Limited study places create competition. First-come enrollment locks in groups that respond fastest, leaving no capacity when critical participants appear. Segment reservations interrupt that path dependence. Irrelevant or heavily crossed quotas, however, waste observations and create sparse cells. Defensible quotas follow mechanisms, product coverage, or decisions requiring separate answers rather than every available demographic.

Studying it

Before launch, specify quota variables, targets, rationale, and merge conditions. Track exposure, application, eligibility, confirmation, and completion by segment. Use a prespecified within-quota rule—random selection, experience range, or scheduling feasibility—rather than choosing articulate applicants. Report unfilled, exceeded, and substituted quotas. Raw proportions from nonprobability quotas are not population estimates.

Where it stops holding

Rare groups may remain unfilled, and rigid quotas can delay work or increase privacy exposure. Early qualitative exploration may intentionally oversample variation; population estimation additionally needs a frame, weighting, or model assumptions. Labels can hide within-group heterogeneity, and sensitive identity should use self-description and minimum collection.
