What it is
A layered data-use notice presents a decision-sufficient summary first and lets people expand scope, recipients, duration, exceptions, and rights by topic. It solves navigation across reading depths and limited space, not compression into promotional copy. The first layer answers questions likely to change the present choice; later layers preserve topic and vocabulary so readers do not reconstruct mappings.
Why it happens
Flat presentation raises scanning and retrieval cost, while total concealment makes consequences unavailable. Layering gives information scent for choosing where to invest attention, and stable headings, inline expansion, and preserved position reduce cross-page memory. If summary and detail have separate versions or ambiguous affordances, hierarchy becomes a hiding mechanism rather than cognitive support.
Studying it
Tree tests and information-finding tasks can measure predicted category, first-attempt success, expansions, backtracking, and time. Comprehension tasks should include facts directly in the summary and boundary cases requiring detail. Researchers must separate not expanding because detail is unnecessary from failing to discover expansion. Low click-through proves neither irrelevance nor success.
Where it stops holding
Layering cannot demote every decisive risk. An exception that reverses a headline proposition needs adjacent qualification or first-layer warning. High-stakes professional contexts may require comparison or full review rather than a tiny summary. Screen-reader and keyboard users need semantic expansion state, heading structure, and focus management.
Applying it
- Keep data, function, recipient role, duration, and refusal consequence in a stable first-layer sequence, expanding with the same vocabulary.
- Label controls by the detail they reveal, preserve location and choice state, and support deep links to topics.
- Promote conclusion-changing exceptions beside the relevant summary instead of assigning all risk to “Learn more.”
- Test fact finding and boundary scenarios with keyboard and screen reader; restructure when people cannot locate detail or remain mistaken after expansion.
